SHURASTAT Issue 46, prepared by SHURA Energy Transition Center, compares the pledge made at COP28 to triple global installed renewable energy capacity by 2030 with countries’ national targets.
According to the progress report published in 2025 by the International Energy Agency (IEA), countries’ Nationally Determined Contributions (NDCs) and announced national targets fall short of this global goal. This highlights the critical importance not only of accelerating renewable energy investments, but also of strengthening policy frameworks and implementation mechanisms.
The report examines the COP28 pledge, NDCs, and national plans together, analyzing the regional distribution of targets and assessing what current trends imply for the pathway to 2030.
